Enactments of federal ministry of health during Corona crisis

The federal ministry of health provided enactments to enable measures during the corona crisis without explicit agreements of the federal states.

The provision and care of the publication regarding medical needs shall be guaranteed by the MedBVSV (“Medizinischer-Bedarf-Versorgungssicherstellungsverordnung”).

According to the draft enactment, pharmaceuticals and aids, medical devices, laboratory diagnostics, personal protective equipment as well as disinfection products belong to the MedBVSV.

The respective federal ministries can obtain these products and therefore enable a centralized distribution independent from the federal states.

Furthermore, a faster approval of pharmaceuticals shall be possible, if necessary for the treatment of COVID-19.

By the special enactment concerning blood transfusion (“Blutspende-Pandemieverordnung” (BluPanV)), changes of the blood transfusion law shall be possible to guarantee an andequate amount of blood preservations. These changes concern e.g. the age of blood donors. The decision is made by the Paul-Ehrlich-Institut in accordance with the Robert-Koch-Institut and the federal ministry of health.
