Ministry of health decided on second law for the German population’s security during Corona crisis

Especially securing the risk groups and the financial support of nursing and care staff are the main topics.

The federal cabinet decided on the draft of the “second law for securing of the population during a national epidemy” on April 29th, 2020.

This second law should complement and further develop the correspondent first law as well as the “COVID-19-Krankenhausentlastungsgesetz”.

The law especially emphasizes the security of risk groups and the financial support of the nursing and care staff.

Amongst others, the following topics were addressed and decided on:

  1. The federal ministry of health is allowed to bind the statutory health insurances in paying the tests on COVID-19.
  2. Intensification of testing in risk groups.
  3. Also negative test results must be reported.
  4. A one-time “Corona bonus” of max. 1,000€ will be paid for all employees in geriatric care.
  5. Support of people in need of care in the out-patient setting will be simplified.
  6. The public healthcare service (“Öffentlicher Gesundheitsdienst“) will be supported with 50 Mio €.
  7. Generally, the healthcare system’s administration shall be relieved by less bureaucracy and more flexibility.
