Attention! There are two different NUB proposal processes

The NUB proposal process at InEK is not related to the NUB process at G-BA.

With the introduction of the G-DRG-system in Germany, a data-driven further development as a "learning system" was implemented. For all innovative and particularly expensive services for which the InEK does not yet have cost data and which therefore “bypass” a further development, the "NUB proposal process" according to para 6 sec. 2 KHEntgG has been introduced for hospitals. This procedure gives hospitals the opportunity to negotiate the Reimbursement of respective therapies individually with the payers.

Much later, the NUB process according to para 137h SGB V has been introduced which established additional market access barriers for certain new and innovative therapies (NUB). This process is in the responsibility of the G-BA (“Gemeinsamer Bundesausschuss” – Federal Joint Committee)

It is important to not confuse these two NUB processes, they have different purposes and are generally not connected with one another.
