With a new legislative package, the Federal Government is driving forward the further development of inpatient care. The objectives are improved quality of treatment, nationwide coverage, and financial relief for the statutory health insurance system. Key elements include adjustments to the hospital reform, changes to service groups, new regulations for specialist clinics, shifts in advance financing (Vorhaltevergütung), and a realignment of the nursing budget. At the same time, the federal states are voicing significant criticism regarding definitions, responsibilities, and practical implementation. For MedTech companies, this gives rise to relevant implications for reimbursement, market access, health economics, and strategic positioning in the German healthcare market. We classify the regulatory developments, analyze their impact on existing care structures, and highlight what decision-makers should focus on now.
