German Hospital Reform: Extension for planning deadlines – Cabinet draft announced for September

Federal Health Minister Nina Warken announced an adjustment to key interim deadlines for the implementation of the German hospital reform.

In a press statement, Minister Warken announced to maintain that the basic structure of the German Hospital Reform Act (KHVVG) – including the planned development of service groups and minimum provision figures – but there will be a revised timetable, which is expected to be presented as a cabinet draft in September; no information was provided on when the draft bill will be available.

Key points of the current adjustments:

  • Extension of the budget-neutral phase until the end of 2027 to improve planning and implementation certainty,
  • The transformation fund will be financed by federal funds instead of funds from the statutory health insurance system,
  • Adjustment of quality criteria and service group classification system to promote a care-centered hospital landscape,
  • Extension of exemptions and cooperation to ensure supply in rural areas.
