Catheterisation laboratories, CT, MRI, robotics and digital infrastructure are essential for the services hospitals plan to provide. The funding of CapEx Medical Devices is yet not the role of the reimbursement system but of the The hospital remuneration reform has not yet addressed the question of how these investments are to be reliably funded in future.
The hospital reform is changing the economic foundations of inpatient care. For many years, investments in medical technology were, in effect, also financed from the revenues generated by patient treatment. It is precisely this mechanism of cross-subsidization that will no longer function in future.
Modern medicine requires modern medical technology. Anyone who sets standards for high-quality care, specialization and quality in hospitals must therefore also provide long-term and binding funding for the necessary medical technology. The Transformation Fund can support the restructuring of systems. However, it is no substitute for the sustainable financing of medical technology for diagnosis and treatment. Hospital planning and investment financing must therefore be considered much more closely together.
Healthcare Heads has been addressing this issue for years and has developed appropriate solutions, which it has brought into the health policy debate. We expressly welcome the fact that BVMed and ZVEI have put this topic on the agenda.
The hospital reform thus offers an opportunity not only to redefine where medical care should be provided, but also how the necessary investments are to be financed in the long term. Effective hospital care does not arise from planning alone. It arises where medical requirements and reliable funding for the necessary medical technology come together.
